This group of general office files constitutes the bulk of the information used day-to-day during the governor's administration; the same group was updated and interfiled during the four years spanning two terms (1924-28). Major themes of the administration include work of the Maine State Highway Commission (including dedication of the Piscataqua Memorial Bridge), Interstate Commerce Commission, work with the Maine State Prison (about which he requested a hearing in 1928 to investigate suspected improprieties), fish and game agencies, Maine shipping industry, and Brewster's participation in national Governor's conferences.

One well publicized event of the administration was the return of Confederate Civil War flags to the southern states from which they were captured.
