Files contain correspondence, reports, case and project logs, administrative memos, press releases, and press clippings. Records were created from 1981 through 1994. Significant issues include housing and urban development in the Waterville area, environmental and conservation issues, health and federal assistance, and education, especially at Thomas College and Colby College. The bulk consists of correspondence regarding applications for grants and loans in support of these issues.

Significant events covered include the Glenridge Gardens HUD project and protests regarding rent increases in this area, post office closings, and the provision of telephone service to Monhegan Island. The records also include information on the attempt to enlist a sister city for Waterville in Russia, Kotlas, and on the Sandy River Watershed Association, the Cives Steel Company, and Peter Garrett, who headed the sister city project. There are reports and correspondence regarding legislation on the opening of the Kennebec River Augusta Dam to aid transportation methods for the Cives Steel Company and the federal study of the Sheepscot River.
