Files in this series date from 1982 through 1994 and include reports, statistics, background information, correspondence, drafts of legislation, correspondence, and memos concerning such services and programs as the Unemployment Insurance system, child care services, Low-income Energy Assistance Program, Aid to Families with Dependent Children (AFDC), Low-Income Housing Tax Credit, and others. Poverty, family and child support, and services for disadvantaged groups are the primary subject areas in this group. Policy issues such as childrens' rights, maternity and paternity leave, minimum wage, child support, welfare, and emergency services are covered. Discussion of the Act for Better Child Care (ABC) child care bill of 1990 contains an original State of Maine joint resolution to petition the U.S. Congress members to pass "an Act for Better Child Care Services." National interest groups involved in these issues are the Childrens' Defense Fund, United States Catholic Conference, National Commission on Children, Childrens' Welfare League, and others. Legislation on these subjects was considered by the senate Labor and Human Resources Committee. These files were created by Grace Reef; early family support files were kept by Estelle Lavoie in the Early Legislative Files. Files concerning the Low-income Energy Assistance Program are also found in the Energy series.
