Series Description:
Types of material included in this group are: subject files, correspondence, reports, committee records, election and district statistics, and campaign manuals. Records span from 1966 through 1976. They document events, changes in policy, controversy, and dialogue between party workers. The 1968 and 1972 Democratic national conventions are discussed in the context of the development and change in the national Democratic Party, including a shift toward the concept of proportional representation of delegate preferences at the state level. Records contain regular correspondence with Maine Democratic leaders such as Joseph Brennan, Severin Beliveau, Ken Curtis, and others. Correspondence with national political leaders, including Edward and Robert Kennedy, Morris Udall, Lyndon Johnson, and Hubert Humphrey.

Background Note:
Mitchell served as state chairman of the Maine Democratic Party from 1966 to 1968. From 1969 to 1977 he was the Democratic national committeeman from Maine. He usually discharged these duties from his law office in Portland. Activities ranged from participation in procedures and policy discussion at the national level in the Democratic party to communication with party members in Maine regarding statewide agendas. In 1969 Mitchell served on the Commission on Structure and Delegate Selection of the Democratic National Committee, known as the McGovern Commission. In 1972 he lost his bid for chairman of the Democratic National Committee. In 1977 he gave up his post as committeeman to become the U.S. Attorney for Maine.
